在曦和智联·物流港，临沂长英物流有限公司负责人宋长英刚运来一车货，卸货的间隙，她告诉记者：“新园区不再堵车，效率提升了很多，而且一些突发情况下，交警处理得很人性化，可以先放车后解决事，给我们省了不少麻烦。”

　　她说的“交警”，就是临沂市公安局交通管理支队兰山区商贸物流大队。今年以来，该大队围绕“我为商城做什么”主题，坚持服务前移、警力前置，持续畅通物流园区内外交通微循环，为物流之都高质量发展护航。

　　其中，在曦和智联·物流港设立服务站，按照“一路一策，一园区一方案”，快速响应、空地联动、全域巡查，提升路面管控质效，成为物流园区家门口的“平安前哨”。“服务站集视频巡检指挥调度、事故快处、综合服务、隐患排查与治理四大核心功能于一体，打通服务物流园区的‘最后一公里’。”该大队工业园中队中队长崔鹏飞说。

　　前不久，宋长英公司的一辆货车在园区附近被追尾，她非常担心事故处理时需要扣车，时间太久影响业务。然而令她意外的是，该大队事故处理中队工作人员让她先拍个照，通过远程询问调查、线上认定，就通知她可以把车开走了。“这效率也太高了!”她说。

　　该大队搭建“视频巡检+平台实时预警+铁骑巡逻+无人机巡航”立体化巡查管控机制，落实3分钟快速响应、交通事故快处机制，大幅提升货运车辆通行效率。同时，定制出台60余个专属交通保障方案，优化信号灯配时10处，设置绿波带5条;针对园区部分道路还在建设施工，提前对接施工单位，渠化改造易拥堵点位10处;推行首违警告和轻微违法免罚清单，全面落实柔性执法管理模式。

　　近日，记者到兰田北方国际汽车城采访时，临沂隆嘉商贸有限公司经理邵明增正在接待一名俄罗斯采购商。“我们一直做二手车出口。今年年初到现在，每个月大约能出口100台。业务量之所以大，少不了车管所和‘绿色窗口’的助推。”邵明增说。

　　走出该公司展厅，就到了车驾管中队服务大厅。14个业务办理窗口一字排开，市民在工作人员引导下，有序办理机动车注册、转让、抵押、报废以及二手车出口注销登记等业务。

　　“围绕‘商城出海’战略，我们将服务大厅设在商户门口，新增‘物流服务专岗’，批量办理二手车出口注销登记业务，实现‘一窗办理、当天办结’。”兰山区商贸物流大队车辆和驾驶人管理中队指导员彭衍东说。

　　“以前我们得去其他地方办理二手车出口注销登记，光验车就需要1天，所有手续办下来大约得3天。现在当天就能办完。”邵明增表示。

　　该中队还指导群众通过“交管12123”APP进行线上预约办理。另外，他们在日常业务办理中发现，随着二手车出口业务量增加，前来办理的商户每次都拿着几十本甚至上百本机动车登记证书，占用其他群众办理时间，就推出电话预约以及延时、错峰服务，最大限度提高业务办理效率。
